What is the intended meaning of this part of the Anglican Book Of Common Prayer (Article XIX)?

From what I understand, the Anglican church began when King Henry VIII of England rebelled against the Roman Catholic church (the Church of Rome) in order to proclaim himself head of England's new church (Anglican), thereby making a way to divorce his catholic wife to marry Anne Boleyn. Of course, there were other reasons given for the split, such as matters of living, of ceremonies and of faith. So, my understand of the article is that it refers to the Catholic church specifically.
