Can a disabled parking permit be revoked due to lack of use?

can a disabled parking permit be revoked or suspended due to lack of use? the reason I ask is because my girlfriend dosen''t use hers when were out on nice days shopping or doing our errans she rather park in the back of the lot and make it a nice walk instead of parking in designated parkin. but on rainny days / snowy days she chosses to use the disabled acessble spot so she dosen't get wet or have to push trough the snow
