In Kingdom Hearts secret ending "Deep Dive" Who are the two figures in the dark meridian?

If it's the Final Mix version of the first kingdom hearts game, the two figures are Roxas and Xemnas, I think. The scene is taken from the scene where Roxas and Xemnas are talking in the same place in Kingdom Hearts II.
